Thomas Jefferson greatly admired Paris, the houses of which were "low & convenient, and the streets light and airy," he observed. With Paris as his model, Jefferson favored comparable height limitations for the District of Columbia.

Note that the Height of Buildings Act did not limit Washington buildings to feet, the height of the Capitol dome. Instead, it chose a much lower ceiling of feet, borrowed from the fire safety codes that cities like Chicago and Boston had instituted at the same time.   Surveyor Wendy Lathrop describes both the fire hazards and the building material and structural concerns that inspired height limits at the time.
